Heads of Agreement, pre-lease agreements and agreements for Lease (an agreement to grant a lease at a certain time in the (future) are quite common. Some of these documents are legally binding and some are not.  Incentives to Lease are very common in today’s market. There are several ways to offer incentives, some of which may harm the interest of the lessor. Your solicitor can advise you on how to grant incentives whilst not diminishing the market value of the property or the Lessor’s rights. Keeping incentives confidential between lessor and lessee is usually a high priority for both parties.
